All federal, state and local elections are conducted in accordance with the Constitution of Maryland and the Election Law Article of the Annotated Code of Maryland. Amendments to the Constitution are passed by the Maryland General Assembly and placed on the ballot in the next statewide general election. If the voters of Maryland approve the constitutional amendment, the change becomes part of the Constitution. The laws in the Election Law Article are passed by the Maryland General Assembly and signed by the Governor.
